A well-fitted snaffle is a legitimate bit for Western horses too. Many trainers keep a horse in one through the early stages of neck reining, since it's the right tool for teaching that response before a curb bit's leverage comes into play. Especially for casual riding, plenty of horses never need to move up at all — a snaffle can be exactly where they stay. Show requirements will differ, of course, but that's a different discussion.
